Dear Parents, Students, and Stakeholders,
My name is Jasmine Bell, and it is my pleasure to serve as the new principal of The Garrett Elementary School. I have over 22 years in education. I graduated from Alabama State University in 2004 with a bachelor’s degree in Elementary Education. In 2008, I received my master’s degree in Educational Leadership and Supervision. As a native of Mobile, Alabama, I moved to Houston, Texas in 2019. Since relocating here, I have had the privilege to serve in the Sheldon ISD school district. Throughout my educational career, I have been a 4th grade teacher, 5th grade teacher, title one facilitator, instructional partner, interventionist, campus instructional specialist, dean of instruction, assistant principal, and now the new principal of The Garrett Elementary. Beginning out as a young educator, I quickly realized educators have an awesome job of shaping the lives of our future. My goal as your child’s principal is to encourage students by teaching them that mistakes are acceptable as long as learning continues to take place during the process. Education should always influence the hearts and minds of students through technology, engagement, as well as experiential learning. My ultimate goal is to help create lifelong learners that can become productive citizens in the ever-changing world. As a liaison for children, it is my responsibility to speak up for all children. I realize that I am the link between home and school. All stakeholders play a vital role in helping children reach their highest potential. I intend to always make learning experiences exciting and inspiring. Education should allow students to advance in their achievement through goal setting. The educational environment should enable students to accomplish personal goals as well as meeting requirements in their curriculum. I believe effective learning can take place inside and outside the classroom when TRUST, RESPECT, CONSISTENCY, COMMUNICATION, AND SUPPORT are all present.

Dear Gator Family,
My name is Jeffrey Gaspard, and it is my pleasure to introduce myself as the new Assistant Principal of Garrett Elementary for the 2025/2026 school year. I am extremely excited about the opportunity to work with parents, local community members and organizations to support our students and provide them with a high-quality education which will inspire them to be forever learners and great citizens.
This will be my 12th year in education. I am a proud graduate of Sam Houston State University and I hold master's degrees in educational leadership and business administration. My educational experiences have inspired my educational philosophy of build lasting relationships to support meeting the needs of the whole student. This means we will seek opportunities to grow our students academically as well as meet their social and emotional needs. This year’s Sheldon ISD’s them is, “It takes a village.” I look forward to partnering with each of you to be the village that promotes student achievement in every area that they desire to be a part of.
To ensure that our partnership provides the most beneficial outcome, please know that I am always available to address any suggestions, concerns, or ideas you may have for the betterment of the educational environment. Together we can truly make a difference in the lives of our Gators.
I am looking forward to a great school year and being a part of a village that supports our Gators in their educational experience here at, “The Garrett Elementary.”

Dr. Garcia has served in the education field for over twenty years. She began her journey as a teaching assistant and then earned a scholarship to become a bilingual fourth grade teacher. After teaching, she then received a grant to further her education and earned a master’s degree in educational leadership. Her deep-rooted desire to help students (and others!) become better readers and lovers of literacy, led her to earn her doctoral degree in literacy. Since then, Dr. Garcia has served in many different leadership capacities at both elementary and secondary levels. Her passion is working with second language learners and struggling readers. Dr. Garcia looks forward to bringing her skills and expertise to Garrett Elementary, and she is extremely excited to begin her new role in Sheldon ISD.
