SB12 Annual Consent Form
During the 89th Texas Legislative Session, lawmakers passed Senate Bill 12, which requires schools to get annual parental consent before providing routine physical or mental health services. This includes things like first aid, short-term counseling, or social emotional support. To complete the consent form in Skyward:
- Log into your Skyward Family Access account
- Locate the 2025-26 Student Handbook Form
- Indicate whether or not you consent.

Our Campus Counselor
Hello! I’m Mrs. Franshell Eckford, and I’m delighted to serve as the counselor at THE Garrett Elementary. I bring both passion and experience in supporting the social, emotional, and academic growth of young learners.
Outside of school, I’m busy with my wonderful family one son, one daughter and a wonderful husband. I love reading books, crafting, and truly enjoy being there for people—whether that means guiding students through challenges or celebrating their big and small successes.
I believe that every child deserves a trusted adult in their corner. My door is always open to students who need someone to listen, problem-solve, or simply talk through their day. I look forward to continuing to serve our school community and partnering with you to help every student grow, learn, and thrive.
